No. I do not think that "Free" can solve problem, but will let people more irresponsible to themself. Even we pay lot of money for health insurence (I almost never use my health insurence), we can not get free medical service, right?

The best way are make people follow a strick law and educate people know what is responsibility.

I am quilified Veterinarian, I have to do more professional things to do, such as educate people nice to their pet, supply high quality veterinary medical service to all the animals, to learning more about veterinary medical knowledge. Free fix operation should ask veterinary students to do, it is a good chance to teach student more professional.

The issue is not wether is free or not; one day a year is not very much. If every dog lover in taiwan can make the effort to sterilize one female stray dog per year, the numbers of stray dogs will be vastly reduced. I believe we should concentrate our efforts on elemination the sources of stray dogs; instead of saving the ones already abandoned.

6. 中國人愛貪小便宜, 故普通飼主收雙倍費用----多的那份算捐助的。
7. 醫院要做研究, 教育民眾且讓獸醫學習。
8. 醫院有責任舉發惡飼主(bad owner),同時也要有法律懲罰他。
